Strong beliefs but infrequent action. These are your stated values that haven't become reality yet.

Upper Right: Culture

Strong beliefs with frequent behaviors. This is your authentic culture—aligned and enacted.

Lower Left: Neutral Zone

Weak beliefs and infrequent behaviors. These elements aren't priorities for your organization.

Lower Right: Habits

Frequent behaviors without strong beliefs. These are routines without conviction.
